Once you log in to your expert account, go to the Tools and Charges Section under your profile.

My Account > My Profile > Tools & Charges > Free Session

Check the box which says I would like to offer a FREE 15 minutes session to a new user. (Screenshot shown below). This will automatically start showing a free session option to those customers who have never spoken to you before.
